They are sensor attributes. Which means they should be considered extensions of the dropsuit, like shields or armor and they should be balanced racially.
Caldari - highest scan ranges, lowest precision, highest profile
Amarr - high scan range, low precision, high profile
Minmatar - low scan range, high precision, low profile
Gallente - lowest scan ranges, highest precision, lowest profile
If we want true ewar then we could try equipment that when activated:
Amarr - drain enemy stamina
Gallente - decrease enemy weapon optimal range
Minmatar - enemy receive increased damage
Caldari - increase enemy weapon heat build up |

Caldari - increase enemy weapon heat build up According to eve, Amarr doesn't have good ewar at all. If your example of ewar is scans. Gallante and Caldari dominate the scan/dampening. Amarr ships are rather susceptible to eWar year but you don't want to go up against a Balghorn or Armageddon with their powerful Cap Neutralisers. Moreover you don't want to **** with ships like the Curse and the Pilgrim (the Amarr Ewar Cruisers) You over exaggerate the Amarr Empires strength.
Not having cap in eve is a huge disadvantage. Considering that most ships are turret based, reducing optimal range and tracking if 100% effectiveness is certainly powerful as well.
But for dust I wanted to obviously bring amarr energy draining into play. As stamina often overlooked. Not having stamina means you can't jump, sprint, or melee. You wouldn't be able to run away, or jump away from grenades mainly. That's a big disadvantage.
Though now that I think about it, an amarr stamina draining grenade seems like a better idea. An area of effect that last for a few seconds before going away. So you could throw them into a room and drain their stamina before rushing in |

I thought about it, but I couldn't justify it's usefulness if you can't shoot and web them at the same time lol. Unless we could pull it out and zap them with it so the effect last a few seconds allowing you to switch to a weapon? |

I've been a big fan of trying to actually bring EWAR and other non-DPS offensive options to Dust. I think the webifier is best used in the grenade format. You could use the flux grenade and change the effects color and the grenade zeros all stamina, initiates cloak max cool down, and initiates propulsion mod cool down. I do however think you should have deployable (using the uplink model) that can actually jam passive and active scans. A counter-uplink or "cyan inhibitor" equivalent would be pretty spiffy as well.
i think that idea does too many things at once. a proximity explosive that slowed down vehicles would be cool
a flux grenade that zaps a portion of stamina and then drains stamina over time
you have cool ideas :) |

one thing id like to see on the topic of passive scan is to make them work no matter what.
to do this we would make it so that anyone that comes within scan range immediate starts being "scanned". but this would take time, instead of being instant like it is currently.
this changes how scan precision and profile works.
the lower your profile, the longer it takes for you to be scanned.
the lower your precision, the faster you scan enemies within your scan range.
the way it all works is that we would use the precision number and count down one dB per second until it reaches and matches an enemy scan profile, at which point the target is scanned and shows up.
so for example:
enemy enters your scan range.
your suit starts scanning for his location.
you suits scan precision is 45 dB, and then enemy has a scan profile of 36 dB
45 - 36 = 9
so it would take 9 seconds after they enter your scan range before they show up. i think we should increase base scan precision so we start with a minimum scan time of 60 seconds. then we could reduce the time by using precision mods, or increase it by using dampeners.
the benefit of this way of passive scans is that everyone would be able to use them, but the difference would be in speed or how fast you can scan.
if an enemy moved into your scan range, but moved outside of your range before you scanned them then you wouldnt scan them obviously.
cloaks would keep you from being scanned, until you dropped your cloak. then you would start to get scanned. but if your profile is low enough you could recharge your cloak and turn it on again before you got scanned.
this way is much more dynamic and exciting than the current system.
