There is no matchmaking.
Teambalancing takes the first 32 people that queued up and tries to balance the teams as good as possible.
But if there is a squad of 6 decent players and 24 newberries in that queue, there is not much teambalancing can do.
I believe there are just not enough people playing this game anymore that we could get proper matchmaking.
Then again, I did not have matchmaking back in the days when I started to play FPSs online. I just had to get good. (But I'm still a casual.)

There is matchmaking, it's called Scotty, they made a pretty big deal about it when they first got him hooked on meth implemented it. Interestingly enough, we were better off when we actually didn't have a matchmaker even though the playerbase is a similar size now as it was then.

No, the old unnamed RDV pilot AI was the drunkard. Scotty is a junky that's been smoking a special blend of crack & meth since I've known him.

The Mu system completely fixed Matchmaking.
