Because CCP liked the idea of the Minja. The really, REALLY fast dude that has less HP than the other slightly less fast dudes and stabs people with knives. There are a few ways to look at this:
1. "CCP is ignoring the lore!" Anger, basically. 2. It is a placeholder for the Minmatar melee weapon. Of course, I think the idea of having multiple melee weapons that do the same thing (IE, stab dudes) is pointless. If it is something like an AV melee weapon, sure, but just another melee weapon that is supposed to be used against Infantry is superfluous in my opinion. 3. "The Minmatar use whatever the have to, no matter who builds it." 4. It is just the way the game works. This is the "because God wanted it that way!" argument though.
Of course, the Minmatar Commando also gets a bonus to the Caldari Swarm Launcher. *shrug*

It started as "the Minmatar shouldn't have a bonus to a Caldari weapon that the Caldari train with since pre-K" but now I wonder if you are just upset with the nerf to Precision. Would you be kind enough to specify?

Thing is, none of the other scouts have to choose between their bonuses. You can either fit damp or range, and neither of those are high slot.
EDIT: I'm just upset that a race other than the Caldari got the NK bonus. Given that swordplay is a spiritual thing with the Cal, also given that Nova Knives are caldari...

I have seen some Caldari scouts regen shields during a short window of missing a few shots or while I reload. Heck even my Caldari sentinel would like some of the Caldari scouts shields stats.

I'm actually really mad about this, Because the only other bonus they have is to hacking. All the others have some eWar bonuses; the Min does not. I don't mind them having hacking and knives. I went Gal scout, but the shotgun seems very hit or miss, pun intended.

Heck even my Caldari sentinel would like some of the Caldari scouts shields stats. So use a scrambler rifle? Or maybe a breach AR? BTW the c/1-series hitbox is most definitely ******. So we need to use not only anti shield weaponry, but the most OP of it all to kill a weaker class? Sorry,but i don't recall needing to use a CR on Amarr scouts in order to mybe have a chance to kill it. I don't EVER recall needing to use 5+ peoplr firing simultaneously to take down a lone Sentinel. For duck's sake, even a Caldari Sentinel can be killed with a CR. Will you people stop crying about shield regen and derailing my thread, please?
Woaa you are the one that brought up the hitbox..... there is no crying here only observations mate.
And I use all sorts of weapons, though I have not used the breach AR since its rise to glory.

Beating the ever-living hell out of people at long range with a stupid level of shield regen and looking snazzy while doing it. Also the stealth is a pretty nice feature that when coupled with a pair of damps makes you a perfect ghost, and the range extension is pretty useful for hunting mediums.

By that time, you have already nurtured a knifing community based around Minmatar scouts.
