So it seems to me after spending a lot of time using shield tanks, that if you activate your shield booster while taking sustained damage (blaster or small arms fire) your shield booster will not give you HP. Has anyone else experienced this?

This is very common, actually. Deciding whether it's a glitch or not would need CCP's input to do, but the issue occurs when you activate your booster specifically while taking heavy damage. There's a time frame there, and the consistency leads me to believe that it's working as intended. The final verdict? Don't expect shield boosters to actually save you when the **** hits the fan.

Like all things, Judge has a video explanation. Not an entire video but 20:37 (where it starts) to about 21:22 explains the Shield Boosters function.
Basically, it does give you your shield and it gives it to you nearly instantly but because you are taking sustained damage the graphic does not catch up to the actual number.

You also won't gain Boosted HP while Shield Hardeners are active if I am not mistaken.

I already know about how judge explained it and it makes sense, but I was being rekt by a railgun and I ducked behind a building to harden up and activate my SB. The whole time redberries were shooting me with ARs like the smart ones do. Anyway I had 3 seconds to use my hardener and boost up but the SB didn't give me any shield. Then railgun tank turns the corner and pops me because I had no shield. It very well could be the hardener.
