What is the budget for your suit?
What battle function do you want your suit to fulfill? Infiltration? Light Assault? A/V? Hunt and Kill? Point Defense? etc.
Obviously, the strength of the suit is precision, but you can use that in myriad ways. Caveat: even the most precision tanked Amarr scout cannot detect heavily dampened scouts, so someone will always be under the radar, so you still have to watch your back.

When the using Amarr scout for light assault I focus on identifying enemies to take down, staying on the move to avoid being shotgunned in the back, and flanking maneuvers. Unless you want to armor-tank your fitting, try not to attack enemies head on.
Weapon: primary of choice Weapon: sidearm of choice Grenade: Militia Flux Grenade - quickly remove shields to get faster kills (I time my weapon fire to coincide with the flux explosion) Also, if you do hack an objective, FLUX 100% OF THE TIME. No exceptions. REs don't always render. Equip 1: Militia Nanohive - I choose a nanohive over a cloak because I go through a lot of ammo taking down armor tanked enemies Equip 2: Compact Nanohive- I use a compact nanohive because there's not always a logi around when you need reps ^^^^ IMO carrying those two nanohives will keep you alive longer than a cloak. Keep those flux grenades stocked at all times. High Slots: I use varying degrees of precision enhancement in my high slots to spot cloaked scouts before they get me Low Slots: I use varying degrees of range amplification to get the drop on my targets. Dampeners are also an excellent choice to keep away pesky nova knifers and shotgunners.
If you're playing assault, don't use codebreakers. Concentrate on killing, not hacking. You will not regret getting extra kills while your buddy hacks away. If you do want to hack, the single enhanced codebreaker on your suit does not provide enough of an advantage to prioritize it over another module.

Infiltration is a completely separate function from assault, so this will require a new fitting. My infiltration builds are based on dampening, sprint speed, dropping uplinks safely in the outskirts to usher the team into the location, and hacking.
weapons: primary and sidearm of choice (nova-knives are quiet) Grenade: Militia Flux Grenade. You will be hacking objectives. After you clear the area of enemies, flux the objective 100% of the time before hacking. Equipment: R-2 uplink. Drop these on the outskirts of the area that you are about to infiltrate, not within the area. Nothing gives your position away like an uplink showing up on TACNET or scans. Place them significantly apart from each other. Redundancy is important if one gets destroyed. Equipment 2: your choice high slots: I would go with precision to identify enemies sneaking up behind you while you hack. low slots: 3 Complex Damps, if you have more low slots use them for codebreakers or kincats. You don't want ANY scans picking you up so dampening is essential.

BP and SMG compliment each other and are a potent mid/close range choice (I always use MLT BP since it still does a lot of damage and is cheap). I don't want to draw a lot of attention to myself during infiltration and I think that BP is quiet enough to perform assassinations without making a scene. I'd use the SMG as a last resort if I were to be spotted and surprised.
I personally don't use them, but cloak and nova knives would also make an excellent choice for infiltration.
Remove hostiles quietly, hack everything, give your team a doorway (uplinks) into the area.
