I've skilled into level 3 min scout but unless you have level 5 on a scout, it's IMPOSSIBLE to fit a cloak.
Why don't you add the innate bonus on cloak on every scout suit?

I've been saying this since it was announced. It's silly to limit cloaks to high level scouts.
It's unfair on new players (or anyone really) who want to try it. Cloaks often realy interest new players who are then disappointed they can't use them. A new player was asking me how to use one the other day, because he can't fit them on his suits. I told him the best way was to buy an Apex scout suit with one. I think he was actually going to, once he'd worked out how to buy aurum.
I also think it's a big reason so many people want it nerfed all the time. People can't use it and therefore don't understand it. People fear what they don't understand.
Cloak users are too much of an exclusive club, it breeds hatred. |

Because then you scouts would demand another bonus in addition to your current EWAR bonuses and your "specifically designed for my suit only module" would literally have no downsides whatsoever.

I think the cloak is in a place where they can just open it up for everyone.
Without dampening, its mostly pointless anyways.
Reducing the fitting capacity of cloaks to that of all level 5 scouts for everyone would just give new players a little bit more breathing room.

I have worked it on a level 4 scout.
On my Minmatar, which I have to level 5, I can fit proto cloak, with some sacrifice, on a standard suit.
It is not so much the tier of suit but the level of SP someone has in that racial scout.

Exactly, with lvl 4/5 cloak cost is manageable, but under that level fit a cloak is possible, but really painful for the rest of the fit (i mean leave some slot empty or fit pg/cpu upgrades).

My Caldari std scouts can fit std cloaks with level 2 Engineering and Electronics.... and my adv scout can fit adv cloaks and even fit all my slots albeit not all adv gear...
If I remember correctly my cheap shotgun cloak scout is:
C-1 Scout
militia shotgun militia bolt pistol
militia shield extender basic reactive
STD Cloak
It gets the job done...
My adv scout that I actually have in my roster I believe has:
2 basic shield extenders 1 basic precision enhancer (Only thing that fits with everything else and makes sure I can see any scouts not trying to duck scanners)
2 basic reactives (Things are pretty boss adds I think 30 hp and 1 armor rep each and only cost 4 CPU and 1 PG)
adv shotgun adv smg
adv Cloak compact nano hive

Meh save sp for scout level 5 and get your pg and cpu levels to at least 3 if you want to use most of the good stuff or else make sacrifices like the rest of us in the fittings. You can also just get an apex scout suit too...

With scouts, it's go proto or go home. Even if you don't run them, those skill bonus on lower level suits are KEY to fitting them out with the cloak.

You can also just get an apex scout suit too... I have all the dropsuit upgrades branch to 5 and a lot of other skills which lower the cpu/pg costs. The problem is: if you compare 2 STD scouts suits (even the same race), with lvl.5 in a scout skill, if you like to use the cloak, you can have a fit extremely more powerful than you would have at level 3.
Just because the fitting bonus of the class, but you are supposed to play a class (maybe not at full power but almost). Instead racial bonus is useful, but the difference between level 3 and level 5 is more than tolerable.

Always a pet peeve of mine. If the "Role Bonus" of the scout is the ability to fit cloaks, then someone should gain that benefit immediately when skilling into scouts. Really what it SHOULD have been was a flat reduction for simply wearing the suit so at the least you could fit a standard cloak and some meager modules at Scout Lvl. Then give an additional fitting reduction per level so as they skill into scout it becomes easier to fit the cloak and higher tiers of it.
So what, it's 15% per level right, for a total of 75% reduction at level 5?
Role Bonus +50% Reduction to PG/CPU Cost of Cloaks +5% Additional Reduction/Lvl

If every play must put some considerable SKILLING grind into it before they can even TRY OUT a cloak, then many players (myself among them) will be quite happy.
The hidden intent here is to retain the Cloak to be a viable piece of equipment that is used to help you access an objective, or dash across very short gaps of the map with less chance of detection or enemy interference. ItGÇÖs the kind of use a dedicated Scout player can value and will use pretty much for those purposes or very similar uses.
We donGÇÖt want a Cloak to be GÇ£the inviso gimmick crutchGÇ¥ that fertive timid players grab to compensate for not yet being able to face off against the loads of tough opponents in Dust. (You really need to be grinding-up, or learning the priceless support roles, or learning ways to coop with other players in order to gang-beat the tough reds who keep killing you when you're face him on your own).
We donGÇÖt want a Cloak to be GÇ£the inviso power exploitGÇ¥ that (anti-social, I theorize) fps surfers use just to impishly dance around each and every map, see how many victims they can rack up with their shotgun or ninja knives, while their team continues to lose half the matches and are left feeling as if GÇ£cloak-shottysGÇ¥ are undermining the core mission of this game.
GÇ£WeGÇ¥ means the devs too, not just many players. As you read this, you may be the kind of player who would NOT abuse the cloak feature, and you have my respect. But any one or more of the players who posted here could end up using cloaks in the tactic-less, truly damaging ways I just described. Whether accidentally or deliberately, lots of cloak users would only poison the general gameplay of Dust soon after they GÇ£tryGÇ¥ the cloak for the first time. A little goofy fun GÇ£cloaking and killinGÇ¥ is being tolerated right now... LOTS of goofy cloak use will only create a goofball un-fun game for others.
Being GÇ£delayedGÇ¥ from fitting a cloak is what has helped at least MINIMIZE the irritation we are already feeling from having cloaks in the hands of imp-players. IGÇÖm sorry but I really wouldnGÇÖt want to see new players given full and open access to a cloak, fresh out of the academy.
Universe of good wishes for the 49, especially CCP Eterne...
