Obviously the Minmatar. I respect people who run Minja, minus the cloak is even better, GAL scouts and CAL scouts? Not so much. I've specced into both in the past and they're... so damn easy it's ridiculous.  It's mostly GAL/CAL I see. Not often I run into a fellow Minbro for knife duels.
...Also... don't give the Minja a dampening bonus, keep the knives and hacking. :)

Dirty Gal's do that I find. I haven't run into a Minmatar who has disrespected the honor code. Yet.
Also yes, there was a match in FW where my buddy and another min were going to knife duel and I was watching from the second tier platform... this amarr assault comes up next to me and begins firing at the red-dot as they're both dueling. I start punching him in the side of the head to get him to stop, he does... and watches too. My buddy lost the duel but we killed the winner anyway. Good times.

You may have heard that I recently specced into Gal Scout, and it really puts into perspective how bad the Min Scout really is. The Min Scout doesn't have enough PG, the bonuses are pathetic, and it's paper-thin. Everything the Min Scout can do, the Gal Scout can do pretty much 10x better. A Gal Scout - or even an Amarr Scout - can achieve similar hacking speeds, AND be better dampened in the Gal Scout's case, and the Amarr Scout can still have top-notch precision.
For knifing? Well, the Gal Scout can achieve similar speeds, whilst having similar EHP, and having a lower profile. And the extra damage from the Min Scout isn't that useful really - you could just do a follow-up slash with any other scout before the red even realises.
IMO, it goes:
Gal Scout
Amarr Scout
Cal Scout
Min Scout
The Min Scout is seriously UP.
I do enjoy beating other scouts with the underdog suit of suits. I've been running my ADV min scout with a basic mass driver and an SMG, 2 cmplx kincats and a nanohive with fluxnades. I'm a turbo fast bomber.
