If you're scouting properly, you just use the cloak to cross open terrain/escape the enemy.
I still get shot by people who are invisible, so to me the delay isn't really working. I say remove the whole thing from the game and get rid of all the Scout scrubs. The true scouts will remain and still be feared.
If you're not wearing proto, you're doing it wrong.

Take note: Cloak made scout worth a damn no matter what you say. I used to run scout (nova knife) pre-cloak and trust me when I say It was not fun getting mowed down by people 60m away in under a .5 seconds to every weapon. The scout now had an alternative way of life. Instead of tanking every single hit point when scouts didn't have cloak. The cloak made it so you didn't have to tank and make use of scout modules like precision mods and range amps. Except CCP just nerfed that aspect/ benefit of the cloak. Now all you see are tanked ass scouts rolling around still unscannable.
There's a huge difference in those times, almost too many to explain. Basically armor plates were 40, 60, 85 not what they currently are, so tanking was harder. Speed was pretty much all you had and it really didn't help much. They didn't have as many slots as they do now. EWAR was no where near as strong. They had a lower precision but the range of an assault. Two equipment slots now, small hit box and quick regen shields. The suits are OP without a cloak. I run a scout with no cloak and regularly go 20-3 or similar in pub matches. It's so OP I don't even like running it until I get shotgunned a few times, I stick to my Assault because I like a challenge.
