So, I was browsing reddit and the Eve wiki and came across something very interesting: it's called the STAR division of the ISD.

The ISD are a group of EVE players volunteering their time to make Eve better and has different divisions that focus on different subjects (bugs, lore, etc.)
The STAR division specializes in helping players (mainly new but also older) with any questions or whatever they may have about the game. They don't participate in anything (even missioning) and usually stay docked while answering questions via text in chat channels.
So I got to thinking, why not make something similar for DUST?
Dust is sorely lacking in the NPE areas of the game. To have a dedicated group of players hand-picked by CCP to help out newbies would be better than any tutorial CCP could make. It also encourages the teamwork and player-cooperation that Dust is founded upon.
It could work like this:
-CCP chooses from players that volunteer. Players are given "official" characters with ISD tags (characters have 15m SP to start with as to not be totally useless in battle, 250k ISK to start out, and are part of the new ISD division "corporation.")
-New players an entered into a newbie chat channel (separate from the newbie corps) in which the ISD players will also be in. The CC will be limited to players under "X" days old/ hours played/ SP earned/ etc, and no one may join from outside unless they meet the qualification (players will also be removed from the CC when they pass the threshold).
-Another CC can be made as a general help CC where all players can join and is moderated by the ISD. Its focus is the same as the newbie CC but focuses less on the NPE.
-ISD characters can squad up with players as a "hands-on" helping/tutoring/etc. and may do so in public contract matches and faction warfare (to help give players an idea of PC/teamkilling, etc.), but are forbidden from participating in PC matches.
-The ISD are restricted to a variety of actions:
- ISD characters are subject to the NDA they sign and all other legal responsibilities that come with such a position (which I'm not fully aware of honestly)
- ISD members cannot join player corporations or support any player corp in any way (fighting PCs, donating money, pressuring new players to join specific corps, etc.)
- Can only advise players in which ever role/weapon/etc they choose (i.e. should not promote only one role/weapon/suit/etc) and answer specific questions.
- Forbidden from scamming or taking advantage of new players in anyway.
- And other stuff I'm probably forgetting.
- Punishment include removal from office and other nasty stuff.
While help CCs, the help Forum, and corps like Dust Uni and Immortal Guides exist, having an "Official" group dedicated to the endeavor of helping players will have more influence on those newer players, especially if game mechanics exist that give that group more access and a better focus from newer players.
This could also open a new path for Dust's/Legion's development. More branches of the ISD could be formed (such as a group of players given max SP and assets to test bugs in the game in a closed environment (a game mode under "other contracts"), similar to a test server). But that's for another thread.
Lastly, I volunteer as tribute, should this come to fruition.
