Only the range needs nerfed. There have been plenty of times where I've heard a scout coming up behind me (whether they missed the first shot or something) and while I was back peddling and like 10-15m away, the shots still went through my shield like nothing (I have about 300ish shield on my STD suit).
Other considerations are reducing the mag well to 4-5 shots. Rapid firing 8 shots willy-nilly shouldn't be how it works; it should be more of a precision weapon, needing to get close and land accurate shots.
I think if a scout can sneak up on an unsuspecting target, he should be able to take it out rather easily. But he should be literally right on top of him, and if the target pulls range, even like 7-10m or so, the shotgun shouldn't be effective at all.

Note: shotguns are a shield destroying based weapon which means they do more damage to shields than armor so basically if your caldari your pretty much screwed
I know, but the emphasis was on the range that the damage was dealt.
