I think if a scout can sneak up on an unsuspecting target, he should be able to take it out rather easily. But he should be literally right on top of him, and if the target pulls range, even like 7-10m or so, the shotgun shouldn't be effective at all.
Note: shotguns are a shield destroying based weapon which means they do more damage to shields than armor
so basically if your caldari your pretty much screwed

ranges is 30 effective range is 20-5 meters
