Bring dampening to 5 as soon as you can.
1 or 2 complex dampener and 1 or 2 complex kin cat, depending on what you prefer, if they scan you, 2 dampeners, if not 2 kincat.
Left side can be used for shield or precision.
With 2 complex precision mod, you will scan poor dampened min/amarr scouts, you'll almost nerver scan cal scout.
Shields are a good option too, gives you a little pool of fast regen HP (30 HP/s on a gal suit), but you will have an hard time passive scanning other scouts.
Light weapon = shotgun
Sidearm = i suggest a weapon with a high ROF
Equipment: RE + cloak when level 5, what you want before.
Situational awareness also known as passive scan.

Equipment: RE + cloak when level 5, what you want before. lol I may have skilled into Gal Scout, but I'm not gonna go full-on tryhard scrub mode by using a Shotgun with it! I'd become the thing I hate the most! 
We have a completely different view of what is tryhard scrub mode.

I'd become the thing I hate the most! We have a completely different view of what is tryhard scrub mode.  Are u a Gal Scout Shotgunner?
Currently my most used fit is a ADV min assault, 3x blue drugs, 2x kincat, 1x damp.
I run faster than my gal scout and hit harder, i don't understand why people believe that shotgun is so EZ mode.
Knives shot heavies, i've never shotted a heavy with a shotgun.
The problem are scout with tiny hitbox, 500HP, running fast with a shotgun, not scout with base HP and shotgun.
