You don't need a cloak on a Gal Scout.
Once you get Level 3 in Gal Scout, you can beat all passive scans with 2 Complex Damps.
You still haven't learned your lesson about damps.
You NEED dampening to level 5 regardless of scout type. It is more important than any of the scout racial bonuses. You will have problems until you do this.

I disagree that Gal scouts are easymode scrubs. I agree tanked ones are. eWar lets you see a ton and hide, but it does not guarantee free kills (even on MLT, if you done ****ed up). Especially against tight squads.
Sadly, SG is the best complement, as racial weapons should be. It makes the Calscout's Sniper rifle cry and is on par with the Amarr scout's scrambler rifle and the Min's Nova Knife.
I suggest a mix of damps and ferroscales and sometimes a kincat. Damps - Amarr scouts and Gallogis Kincats and Ferroscales - Sentinels
As an alternative to PE's, you could equip a high-tier scanner to pick up the scouts that you would've picked up on passives anyways with PE's. It also tells you if there are damped scouts about, unlike passives. Replace PE's with shields to buffer against HMG's and other armor-based weapons.
And there you go.
Breach ScP also works well. Don't have to worry about that charge the BP has.
