that aside i think there may be room for a gallente heavy weapon either a blast of hot plasma with splash.. like a faster chargeup but dmg/splash akin to mass driver..
or a BEAM of plasma to cook the clone inside his suit  think oversized laser rifle

amarr use light through focusing crystals where as plasma is just the 4th state of matter which is basically super hot gases

Adamance is right, it is called a laser thrower and it happens to be a LR.
i can fully admit i fear when there is dmg modded amarr commandos(L5) useing proto LR's.. they literally MELT you at long range.. but they are nicely balanced at CQB thus switching to ASCR or SCR for maximum close/med PEWPEW to make up for the LRs shortfall..
