As far as uselessness is concerned, it's picking up undampened Assaults, Logistics, Commandos and Sentinels from up to 100m away: even with range amplification five, your passive range is around 50m, unless you also have Caldari Scout five.
Base 20 * 1.5 (Range Amp 5) * 1.5 (CalScout 5) * 1.25 (1st RA) * 1.21725 (2nd RA at 86.9% efficacy) = 68.47m passive.
So the AS is not useless.And that's without mentioning squad/team sharing as well as maintaining the scan while you move away.
