I just ran a STD Gal Scout in Skirmish and went 2/7... This is my fit:
CR Knives RE 2x Enhanced Damps 1x Enhanced Range 1x Enhanced Precision
What am I doing wrong? What should my fit be? Does the suit get better at ADV? What about once I can fit a Cloak on it?

I use an adv with 2 enh shields 2 complex kin cats 1 complex damp adv nova knives combat rifle flux arn-18 cloak remote explosive
works very well for me.

Damps should be no 1 priority for you, so ditch the range for another damp. Because you have that natural dampening bonus, use it to your advantage. Run with a shotgun and something like an SMG, or use a weapon that requires stealth. Knives are ok, but if you want to follow that, go with a Min Scout. If you want to stay with what you have, equip your best weapon (I assume that is a CR) and stick a better sidearm. Knives aren't your best bet unless you're good at picking off stragglers or really sweeping from behind.
If only you could attach RE to yourself and kamikaze a tank

From what I have heard, you really need to get Gal lvl 3 before you see benefits from the dampening.
Sad to see another Minja having to switch roles...

I feel pushed there myself. Trust me, I really, really don't want to. But I wanna be competitive in PC, and I always get wrecked by Amarr and Gal Scouts. It just seems like Gal Scout has it all...

Before even considering fitting a Minmatar scout, we have to figure out what possible factors could scan you as well as figuring out what profile dampened to in order to beat these scans. But before that, let's explore range of scans.

To give you an idea, your minimap on the upper-left shows a 100m radius. That's 85% to 90% area coverage, effectively making them a walking mobile radar.
I already demonstrated that on my advanced Amarr Scout. For only $31K, I'm scanning down to 18 dB and 76.05m out, lighting up many scouts, even if they were cloaked. The only scout that beat me that match was a double dampened cloaked gk.0 scout, which unfortunately ran past me. I saw his shimmer and with 2 slots devoted to beating my EWAR scans, taking away from his HP, I chewed through him easily with a standard AR.
Segway onto precision!

Amarr Scout: Native (w/skills): 27dB 2 Precision Enhancers: 17.85 dB -> 18 dB Gallente and Minmatar are the worst at passive scanning at high levels, with the ability to get down to 21 dB. Active Scanners can do a better job at that level, Minmatar scouts are shield tanks anyways, and it's generally better to fit shield mods since that will be your main source of tank. Gallente fair a little better having the ability to use either shields or damage mods, as their main source of tank is armor.
From what I've heard, Cal scouts are either dampened to avoid detection, or are detectors themselves. I've heard of fits where they use 2 shield mods and 2 precision mods, hence the 24 dB number. So what is the minimum configuration to beat that?
Min scout w/ 1 Complex Damp: 24 dB Min scout w/ 1 Complex Damp & Activated ARN-18 Cloak: 22 dB Min scout w/ 1 Complex Damp & Activated Ishukone Cloak: 21 dB
Remember, scans better profile in the case of a tie. With a single damp, you will be seen. But using the advanced or proto cloaks, you will be able to get under them.
Now what about the 20 dB scanning Caldari and the 18 dB Amarr?
2 Damps no cloak: 18 dB 3 Damps no cloak: 16 dB 2 Damps ADV cloak: 18 dB 3 Damps ADV cloak: 15 dB 2 Damps PRO cloak: 17 dB
While all of these configurations can beat the Caldari scout, only the last one has the ability to beat the Amarr scout while only using 2 slots. The advanced cloak's -5% profile damp doesn't affect the number at the 2 damp level. If you want to retain that last low slot, you will need to have a prototype cloak.
Finally I would recommend the obvious sidearm of Nova Knives paired with a Combat Rifle variant of your choosing. There are other combinations you could choose - for example, the Shotgun and Bolt Pistol - but try to remember to not pair two close-quarters weapons together. The reason behind CR and NK is efficiency vs. fitting cost. The CR and NK both have very low fitting costs even at high levels allowing you to fit advanced or proto weapons while still allowing you to fit what you need. If you skill into Fitting Optimization, skill no further than 4 for the Combat Rifle (no benefit at 5), however, get it to 5 to squeeze 1 additional PG down out of Nova Knives.
Drop Uplinks and R/Es would be my choice of go-to equipment, allowing your team to rally and either push for another objective, or have alternative spawns for defending one you have. R/Es are still great bastardized grenades, so use them until they change them. Specifically, look no further than the Viziam Flux Drop Uplink as it gives you the quickest spawn for your teammates, and either F/45s or Boundless R/Es depending on how you tweak your fitting. 1250 damage on the basic can be tanked and properly fitted heavies will survive it. F/45s and Boundless's 1500 damage and 1750 damage respectively are much harder to deal with.
Finally, equip yourself with your tank in the highs with shield modules. With a scout's quick regen, try and stack shield extenders rather than rechargers. Stay completely away from energizers as they will cut deeply into your HP.
Go fight those hundred battles. Never fear the result. See you on the battlefield. o7

Right. Gal scout.
In the short time I had the Gal scout (messed up a little on my respec), I noticed that avoiding scans was achieved with using 2 complex damps and an ADV cloak or PRO cloak. ADV cloak was enough to avoid all scans while the PRO cloak allowed me to keep cloaked longer.
The biggest problem was people seeing me while I was cloaked. Remember if you sprint, the shimmer is much greater than if you are simply moving. Obviously standing still makes you extremely hard to detect.

Right, you don't even have a cloak on it.
I would say drop the range and precision mods and slap on an armor plate or reactive, and either a shield mod or a sidearm damage mod to boost your knives (or light damage mod for your CR).
I generally flux objectives before hacking it so your remotes stuck to objectives will be about 50-50. I would place them down on opponents who are actively hacking it and then detonating it.
And now I will go level up Reading Proficiency...
