I believe the general consensus is that the Open Beta was a high point in DUST, being both better than the Closed Beta, and better than the first year of DUST after official release. With the release of Uprising DUST went downhill steadily, and was at its worse in Uprising 1.7.
This downhill slide stopped with 1.8 which made DUST fun again. Then Rattati took over and started his balance Hotfixes, and with each Hotfix DUST got better. It is generally agreed, even for those see the past with rose colored glasses, that now DUST is finally in a better place than it was in the Open Beta. The only real argument is on weather Open Beta DUST was surpassed in Hotfix Bravo or Hotfix Charlie?
I never got to play it myself, but I think generally to feature of the Closed Beta that I hear people ask for the most was Skirmish 1.0.
No hotfixes have yet to balance scouts. AV was made overpowered. Specialised tanks are overpowered still. Sentinels are still super slayers. There is still ADS abuse. Stealth, something that never belongs in an FPS as is it gives very few too much of an advantage, is still here. 4 out of five suits still have no completely solid role for teams. The strongest weapons are still the easiest to use to a certain majority. Still we have maps more empty than a visual concept of nihilism. Hotfix charlie made the scout problem worse. Hotfix Delta only made guns more powerful/harshly less useful instead of targeting efficiency. Players can literally outstrafe your ability to aim, regardless of sensitivity. You don't run as fast as a human can.(Taking out the fast paced part of this FPS, and the maps have the same effect)
There are still many problems left. Sometimes I question the Dev's choices, but mainly you could say that Uprising 1.8, and possibly other versions, was a product of the Devs listening to a harshly complaintative community. Complaints with no logical reason, just "Boo hoo I want my rail rifle to do 1,000,000 damage in point blank CQC and have the bullets pass through the player and explode like a nuke so I can get easy kill streaks with my unpractical gun". Mainly selfish or silly demands.
There is going to be compensation for these issues now, luckily, yet if people don't stop this pure progress has yet to be made.
