All these answers have a lot of merit. But I think the better answer MIGHT be that the game really wants to keep a separation between: GÇ£weaponryGÇ¥ that is simply to KILL, and GÇ£gearGÇ¥ thatGÇÖs used to control or access areas of the map (even if the gear is still being used to help others KILL).
ItGÇÖs why uplinks, nanohives, scanners, (and especially cloaks), and remote-EGÇÖs are all GÇ£restrictedGÇ¥ by making them GÇ£equipmentGÇ¥. The team who controls movement across the map, wins the match (itGÇÖs true, thatGÇÖs all you need to win each match ), so itGÇÖs important that any items that give you that control HAVE to be carefully restriceted. Restricted in ways a simple gun and grenade donGÇÖt need to be bogged down with. A good example is the new GÇ£bandwith mechanicGÇ¥ they are putting into the equipment use, to hopefully resolve the spamming problems we have with uplinks.
So remote-explosives are GÇ£controllersGÇ¥ ( intended to nuke an opponent whoGÇÖs trying to go someplace you donGÇÖt want them to be), and really need to be in the GÇ£equipmentGÇ¥ box, where its use around the map can be managed, if it ever gets out of hand from spamming or exploiting it too much. Using an R-E for resourceful sticky-bombing and Detonation-LAVs is as much fun-exploitation as the game can allow, I think.

LOL, Minime, logic in Dust is difficult. If the designers put TOO much logic into each piece of gear, well... the gear will be very boring, because we clever players will develop a way to defeat each piece and make it useless in our gameplay.
If they make each piece of gear substantially ambiguous (not perfect, not completely set for one role or one use, enough ), it letGÇÖs us come up with shockingly-original and cool ways to KILL opponents that CCP never even thought of,... but it also makes a bigger danger that players will get confused, FRUSTRATED, and completely unsure about how to use these suits and stuff well enough to kill more and die less (this is likely to be the biggest controversy in GÇ£how to make Legion better than Dust wasGÇ¥).
But, Mimime, if youGÇÖre using the REGÇÖs to kill players, thatGÇÖs good, and you are doing things right! Just like the cloak, you wonGÇÖt be allowed to use REGÇÖs as flexibly as we can use grenades or other GÇ£weaponsGÇ¥. But if youGÇÖre killing enemies with your REGÇÖs as skilfully and easily as the rest of us kill with a Packed AV grenade--and you donGÇÖt even feel any difference between REGÇÖs and grenades, you have NOTHING to worry or wonder about---it means you are an ingenious and resourceful Dust fighter.
Being able to bend the rules and use a dropship to land on enemies and splat them (50WP kill), is part of what makes the game fun.
