To get all the relevant skills that do something to the 'max' level (IE, Dropsuit Upgrades at 5 does nothing so level 4 works) is 13,825,940 based on what I got from plugging in Protofits. It is late, I am tired, fell asleep in my chair actually, so that number might be wrong as I was going off of memory for skills that did something.
However, there are fewer skills that necessary for your role. Cloak at 5 is not needed if you are not a Scout and in truth Advanced Cloak works just fine that I have not seen a reason to go to 5. The E-War skills are not that helpful if you are not a Scout as it doesn't usually push you below anyone's Scan Precision or Scan Profile. Same goes for the other Equipment like Scanners and the like. Some are good to have maxed regardless of your role: I have made great use of my Scout with Prototype Uplinks and Electronics and Engineering is essential.
So let's look at JUST the essential "everyone needs these" skills: Electronics and Engineering. x5 skills, gives more CPU and PG for all suits. Max. 10 Dropsuit Armor and Shield Upgrades. That is percentage HP, so good on anyone. x2 skills. Max. 12 Dropsuit Core Upgrades is 1% PG and CPU. x2 skill. Max. 14 It is REALLY debatable just how useful the radar skills are for everyone but probably worth maxing as they are one of the few skills that don't just give module efficiency. 3 skills, x3. Max. 23
23 x 310,920 = 7,151,160 SP to max everything that gives a flat bonus. Not taking the E-war skills with the thinking that is isn't as useful for non-Scouts, that puts it at 5,907,480 SP.
Yes, they help a lot. But in truth, I wouldn't max them first most of the time. Electronics and Engineering should be "as needed" until they are at level 5. If you have a Basic Assault suit with basic modules, you are not needing 25% more CPU and PG. You will need it eventually when you are fitting Complex modules into Basic and Advanced suits but at the start? Ehh, not as useful as unlocking other modules.
