The Rail Rifle was probably overpowered. It obviously had some balance issues as it was the go to weapon for so many people. It does good damage, the kick wasn't too bad in ADS, and the Charge wasn't that bad.
So it was nerfed. The kick was made to be pretty damn intense when hipfiring. It still worked in close quarters fights but was obviously inferior to most other Light weapons with the exception of Laser Rifle and Swarms obviously. It seemed to be decent. You could burst fire to help but it was still a concern because you were getting such a low Rate of Fire. If you stop every second or so to reset the kick on a weapon with .3 second charge, the RoF is going to be pretty bad. So you had a weaker CQC weapon. It seemed to be a decent nerf.
Now the Charge was doubled and the nerf to kick changed from x4 to x2. I am curious if CCP tried using the Rail Rifle at a .6 Charge. The delay is so intense that I honestly feel that using a Sniper Rifle at the recommended ranges for Rail Rifle. If you haven't, try playing a few matches with it especially as a non-Scout. The main reason for non-Scout is because with a perfect flank it doesn't really matter. If you can get behind people and have them not notice you, the weapon works because any weapon in that scenario seems to be decent. In a gun fight where the enemy knows you are there, it is practically a death sentence.
In my Assault suit, it was usually I pop up out of cover, see an enemy, start to Charge, and about before I could actually start shooting I was having my shields wiped out so I fell back into cover. That wasn't at close range, where the weapon IS a death sentence. That was at ADS range. If I knew there was an enemy standing out in the open and I immediately started Charging to fire, they could usually get rounds off on me before I could get rounds off. If the Caldari doctrine is meant to be "stand far away, shoot them with hard hitting-slow firing weapons, and fall back when the Shields are down", this weapon's current charge doesn't fit in that current scenario.
The bottom line is exactly what the subject title is: the Rail Rifle is not fun to use anymore. I loved the gun from the beginning. I love the sound it makes, I love the visual feedback to where 'it felt real' and visceral to fire and hit people with it, and I love the fact that it was Caldari. With the Charge nerf and the kick seeming to affect ADS more than it was before (anyone else notice this?), the weapon is something that I am really not enjoying at the moment.

I don't get it, you have the longest range rifle, you out range all rifles by around 20% and you outrange the AR by over 50%. And all you sacrifice for it is 5-10% dps. You rail rifle users really are spoiled, and then you want more. Not only do you want to dominate long range with minimal penalties but you also wanna be competitive at CQC, that's not balanced at all. I do think the AR and ion pistol line need a range buff but you don't see me asking for it to be shooting at 70M...
Personally I prefer the rail rifle over my AR on a Gallente suit and even with the nerfs it has it's still one hell of a weapon and it's still great at CQ,if you have skill, the only difference now is that it's not easy mode at all ranges. I think its pretty balanced right now.

I used the militia rail on my Frontline fit a little recently and I noticed they had totally gimped the weapon.
The changes were all too much and I say this as someone who has always disliked RR users. What ever our personal feelings are, we should all want every weapon to be fair and balanced right? Well I think the RR needs a little un-nerfing.

I had planned to use the RR full time because it was finally in a somewhat balanced state. Now all these kids are crying about losing their I win rifle.
I understand the CR shreds you It shreds everyone don't worry it is next on the devs list so get good with the RR or switch to the CR and get nerfed in a few weeks.

I don't have any SP invested in them, yet was still able to do okay with a militia. The charge time makes you play more tactical and pick your targets better. There's no more mowing down one guy and instantly moving on the mow down the next. Seems pretty fair given the range they have.
Your game f'ing sucks, but I'll still play it, damn you! Turns out I wont.

Me too. It has nothing to with being a scrub and every thing to do with the relative handling of the weapons. What's funny to me is I do better with 2 sidearms than I do with either RR. |

Get over it. really? try using it. the assault rail rifle is still good but the charge up should but 0.45 not 0.6 the ads kick should be slightly less then it would be balanced. at the 0.6 charge up I feel bad for new players at have caldari frontline suits. they see a red charge up to shoot and it kicks after both hipfire and ads. after all remember it is a long distance weapon. |

Did the kick need another nerf to make it worse at close range? Maybe. Dunno, I generally am not hipfiring it that often.
The Charge time change is not about CQC to me at all; it is about changed capability of the weapon. Was playing Ashland, sitting on top of the crane line thing, firing at people down by the point. The Charge was making it nearly impossible to get even a hit on someone. People move around a lot, in and out of cover as they are engaging different people. Between seeing someone and being able to hit them is nearly a full second. Slow and clunky.
I can understand wanting to weaken the Rail Rifle because it was too powerful. However, the way they went about it is the most frustrating way they could have gone about it. If it was doing too much damage per hit, reduce damage per shot. Too good at CQC, make Aim Assist not function when hipfiring. Too much DPS, lower RoF. Or any combination of these to get at the root of the problem. .6 second Charge time may fix the CQC problem but it is also screwing with the ranges where the weapon is meant to operate and is possibly the most frustrating way CCP likely could have gone about it.
Like I said in the original post, which was just post downtime venting after a few hours just using the Basic and Advanced stock Rail Rifle, it isn't fun to use it anymore because of the excessive Charge.
