If we're being this socialistic to the point of allowing corps. to remain in an environment in which they cannot grow/thrive as a team why not just tax farming districts x amount of isk to donate to smaller/lesser known corps. who want to be in PC...
I mean I'm not against socialism, but to create a pool of well oiled dedicated new players to compete against other corps in PC we can't just spoon feed them half-way we have to spoon feed them all the way, or until there is enough competitiveness in new corps. to actually have competition in PC again.
Why? Because of how PC is played, versus how an idealist would assume it would be played. (i.e. PC being a nice competitive mode in which two corps. vie for control of match with varying playstyles and tactics)In reality it's all about which corp. can slay/spam better than the enemy. In that respect pubs are more attractive than PC.
Other than farming isk, and bragging rights(if that). PC is very unattractive, either the mechanics need to change, or corps. in PC have to make it seem attractive enough for other players to want to play. Just a thought...
Edit:I forgot to include the PC training programs that would have to be put in place to show corps that "this is how the enemy will play and the only way for you to win is to do the exact same thing but slightly better."

Lets face it if FA, CA, & KEQ wanted to team up and go DNS 2.0 they could. They aren't. They are trying to make this game alive again. We have to work with what we have. Not some fantasy of a perfect game we will never play. I am tired of people full of criticism that offer no other viable solutions.
It was nowhere near the length of a novel.
There is no real criticism in what I've written, at least not toward the whole rule of last district, if anything it's a criticism about the PC mechanics. In fact I'm giving viable suggestions to how new/lesser known corps. should be introduced into PC.(you're welcome)
