Have the bonuses changed to less kick and charge up times for rail tec weapons .
That would be better for the role , Caldari loyalist and those who care about the Cal Assault and it's role on the battlefield .

Regardless, having to do Caldari Assault for the Rail Rifle to be a "functional weapon" is asking too much.

Rail Rifle was given much more hipfire kick because it was too powerful at close range and was dominant at extended range. I thought that nerf was fair. You could still burst fire if you absolutely needed to but the odds were the other guy would win because of your lower rate of fire from having to fire in bursts. That seemed totally fair; much worse at close range, still good at extended ranges.
The longer charge time hurts the long range capability as well as the close range capability. 600 miliseconds feels like an eternity when you fire the weapon. So often I have pulled that trigger only to be basically dead before the first shot goes off, again, at Aim Down Sights ranges. Considering the Caldari Assault 'is supposed to hop in and out of cover to regain shield and fire at range', the ramp time before firing is absolute murder.
But changing the Caldari bonus to make the Charge time smaller while keeping the Charge time at .6 seconds is robbing Peter to pay Paul. "Rail Rifle is too powerful and the Caldari bonus sucks. Let's nerf the RR heavily and make the Caldari Assault bonus make up for it." The problem is that every other weapon works just fine when not in the hands of the specific Assault. The Assault should make the weapon a clear choice, not make the weapon next to worthless without the bonus.
