All the battlefield disciplines have been redefined from Chromosome(Open Beta) until now(Uprising 1.9). Shield tanking then is not as it is now and the same applies armor. Because while in beta it may have been effective to simply stack plates and extenders doing the same today would surely leave you with a sub part score. The same applies for Speed Tanking.
Speed Tanking is a sub class of glass cannon. You hit hard and fast by using a suit that combines weapons with a high DPS and by liberally abusing Cardiac Regulators and Kinetic Catalyzers. This is speed tanking at its most basic form. Shotgun scouts who opted for biotics and damage mods rather than armor plates and shield extenders were the original Speed Tankers. And this tactic worked with great execution when people were unable to detect where an attack would be coming from. Though with the rise of EWAR the simple couplet of damage and speed are no longer suitable for competitive play.
Enter Neo Speed Tanking, the introduction of more suits and the increasing amount of EWAR has not only made the evolution of Speed Tanking Possible, but indeed necessary. Neo Speed Tanking is a new school of thought that believes not only in a high mobility and high damage potential but also in a stout defense. Though how is this possible?
Through inexplicably derived experimentation, mercenaries have independently and spontaneously discovered how to merge high danage, speed and health all in one suit. The most extreme variation is the Neo Speed Tanked Amarr Proto Sentinel which at its peak can sprint as fast as a medium frame. This may not sound remarkable, but given that it has high HP and a Heavy weapon(HMG) at the ready, this is indeed remarkable. This style of fit redefines the manner in which a Sentinel may be played: A heavy can now have all the benefits of a heavy while still achieving the agility of a medium suit. Though this example is extreme. The majority of Neo Speed Tankers use Logistics and Assault suits such as the Minmatar and Amarr frames which give inherent bonuses to Stamina and movement speed. The introduction of the Amarr Scout has added a fifth component to Neo Speed Tankists; EWAR.

It actually works a little to well I have tanked a speeder , I got LAV and took out the gun and added armour plates, A forge gunner will shoot it once and expect it to die, It doesn't , I jump out and shoot him with my heavy machine gun and he lets me do it , he keeps pointing his forge gun at my LAv,
the same is true for people with plasma cannons or people with good swarm launchers, They expect me to die but I don't That's why I carry flux or AV grenades.

Neo Speed Tanking and the Gallente.
The Gallente are unique in that they can achieve both high speeds using Kinetic Catalyzers as well as tank. If any of you here know physics then you know that the higher speed and higher mass equals a higher momentum.
The Gallente Assault for example has a high set of low slots. With these you can achieve high armor and speed. This is essential to using the suit in its ideal close range by allowing one to close the gap and overwhelm your opponent by utilizing your high momentum.
Here is an example of an ideal Neo Tanked Gallente Assault:
G/1 Assault
Complex Light Damage Modifier Basic Shield Extender
Complex Kinetic Catalyzer Enhaced Armor Plate Enhanced Reactive Plate Basic Armor repairer
Be-42 Assault Combat Rifle ZN-28 Nova Knives

As can be observed, one can have both speed, tank, damage and even rep. This is in contrast to the archaic speed tanking glass cannons such as Minmatar Scouts who tend to use high damage weapons and speed while disregarding all else. This is why Neo Speed Tanking is the evolution of traditional speed tanking: it makes up for the latter's short comings.

That's typically a big mistake --> ferroscale + armor reppers = fast strafing with good hipfire FTW. I saw you using this fit yesterday ;)

That play style is not as effective in PC because I am not good enough to pull it off, but it can be very effective in pubs where my chances of winning 1:1 or 2:1 encounters is much higher.
I have really never tried to speed tank my Amarr sentinel (I generally use it for point defense where hp is more useful than speed) but I will have to give it a try. I would suggest putting a shield Recharger, and two Complex damage mods in your highs.
An interesting fit if you ever use a Commando:
I placed two Complex Kinetic Catalyzers on my advanced Gallente Commando and got 7.44 M/S. That is around the speed of an Assault suit. Combine that with the Commando's natural damage bonus, rep, and health... You got a monster on your hands.
Seriously potent fit.
