Edit: Saying last years Fanfest backfired depends on your view. Legion is to make their EVE players happy, and I believe Fanfest didn't backfire in regards to that.

Announced Legion earlier? That would've made people quit sooner.
Announced Legion later? People would've quit anyway due to no development on DUST, plus CCP would have had nothing to say at Fanfest.
CCP had to announce Legion at Fanfest, and I firmly believe not announcing it there wouldn't have changed anything, as people would've quit anyway (because as I said earlier, DUST was doomed no matter what).

The salvage process for DUST didn't start until after Fanfest when they realised they needed to keep working on DUST, so there wasn't anything for DUST to talk about. Pretty much all focus and work had been on Legion up to Fanfest.
I also don't know what that would've really changed. Announcing another game dooms DUST, no matter what.
