Tested it post downtime. The delay between cloak and firing is completely mitigated by the reintroduction of the de-cloak animation.
Switch off cloak Pull out weapon Open Fire Decloak animation
So far i've managed to get off a couple rounds while cloaked, I've only tried it with th BK42 on my Minja.
Redline for Thee, but no Redline for Me.

The cloak delay is terribly designed, they put the delay on the time needed to swap from cloak to something else, which is a really poor idea. Two bad consequences : - With the cloak animation, we can fire before being fully decloaked - When you have the cloak in front of your face but not activated, you need ages to take out your gun, which is extremely annoying. For example, I assassinate a guy I equip the cloak because I want to cross an open area to reach the next target, but before I activate it, a guy spawns a few meters in front of me. I want to take my gun and shoot, but it takes 1 second... I'm dead.
The way the cloak delay is made is a handicap when you're fully visible and an advantage when cloaked whereas it was supposed to be the opposite. Complete fail here CCP
And also now, I can hit twice in melee before being fully visible, complete BS |

So the fire delay wasn't the actual issue. Shortening the cloaking animation should fix the problem. |

Very interesting observation. I haven't even noticed it myself, I will have to check this out. |

Also confirmed elsewhere by Kain Spero I think. Nice testing, good to get Rattati's attention on this, it would be so nice to fix well.
