Because money. Why the suddenness? That is the real kicker. There are a few possibilities:
1. CCP lost quite a bit of cash last year and from rumors I have heard/read this year hasn't been much better. They can't really hope to get the kind of instant bump is cash from EVE players other than offering a sale of PLEX (which hurts them later) so getting it from DUST makes sense.
2. Pyrex's tinfoil is that CCP is possibly going to be sold. No evidence with it but show that you are making a whole bunch of money and see if you can get potential buyers.
3. Money for Legion development, as well as Valkyrie. For a relatively small company to be making two extremely ambitious games (Legion looking for that EVE link and Valkyrie being OR based) requires a lot of resources that they might not necessarily have. So get money to get the resources.
4. CCP probably saw just how much money they made off of Quafe suits and realized that the fanbase was willing to spend. If people are willing to spend, you go hard for it.
5. Tinfoil again. DUST is dying. "We are not going to get any of the credit we wanted for linking DUST with EVE. Might as well squeeze the last bit of toothpaste from the tube before discarding it."
6. It could be they are experimenting with Legion monitization. "People are willing to buy skins. Add that to the list."
7. They are reworking their model. If the 750k stays and Active Boosters move towards ONLY letting you cap faster with the logic being most people won't cap as it will take quite a long time, the game moves more away from Pay to Win.

Really, 1.9 might as well have been called "Ways to spend money." None of it is entirely terrible but the prices are nuts. 30 some odd for the APEX, Quafe suits more than 10 bucks, and it is just a pallet swap. Let's take a look at some differently priced skins in League of Legends:
Astronaut Teemo. Completely new visuals on spells, new drawn skin, and voice change. 10 bucks.
Uncle Ryze. One added joke, added materials like hat, color swap with every else. 4 dollars.
Brolaf. 100% new visuals and voice over work. 14 dollars.
The Quafe Suits could have been made in no time at all. It is a color swap mostly. None of the suits look vastly different in regards to shape, sound, or feel. The added benefit of "well, you don't have to spend ISK on a suit" is there but eventually they are going to just be skins and at those prices for such a small effect, it seems really quite lame.
