Behind the scenes:
"Lets 'technical difficulties' the passive sp gain in all battles so that even though alot of people have spent their hard earned money on boosters there is no way they can actually drain and catch up to our sp vets. Later on let's claim we had this planned all along as 'data farming' and reward the players with an sp event after their 30 day boosters have drained. Not only will that shut them up but they might spend more money on boosters again."

That I can believe, but the match making for some is like walking through hells gate. It is very possible you are bad and being put with people of your own skill that you are still better than on the whole. For me, matchmaking thinks I'm so good apparently, I'm only ever put up against protosquads, none are ever on my team. The only way I survive them is playing very, very tryhard as a logi-scout. That is a fate many are facing on average. The best I can get is 2k working my brains out. The way it is now, playing publics, I can't be casual at all in my play. It is very intense, very stressful, and unforgiving as hell. It is very strange to KNOW how great I've become in skill and engagement, yet now I don't really have a sense of capitalizing on it because the match making balances on metrics that don't take enough into account.
My team is usually worse then lemmings, which affects my own ability in the field because the enemy are able to then rush over the front lines. As a scout, I get to see what my team does often without being engaged by the enemy and it is...a mess.

What about the ISK???? One match when 6/2, 500 WP and got 113k ISK.
Went another match 2/8 150-ish WP and got 180k ISK 
But yes they are obnoxiously low.
If only you could attach RE to yourself and kamikaze a tank

If you can't currently get 10,000 sp from 1,000+ wp, no they're not normal.
There is literally no sense for team killing to be possible in any gamemode.

This was an unintended consequence CCP is striving to resolve.
I am waiting with my 3 day omega's for this to be fixed.
This is 1 of 4 main priorities I currently have.
1.) SP being fixed
2.) Cloaks
3.) RR nerfed into oblivion
4.) HMG

I average 7k SP.....but even then capping is painfully slow
i get 1500+ WP's/game unless the enemy is hardcore camping

Cloaks are broken, and the 0.333 second delay allows people to shoot through their cloak for a second
i had a breach AR camping scrub shoot me through his cloak

im betting the lower SP (from WP) payout is to balance the increase in bonus sp.. just to make it more tedious insted of getting like 6-8k a match at the EOM screen

Doesn't this suggest that the suits your team was destroying were, on average of lesser isk value than, for example, proto suits?
I know some players continue to dispute this, but I thoug that isk payouts were primarily influenced by the value of stuff you destroy.
This, in my opinion, is the mechanism that somewhat mitigates the protostomping meta ( even if mostly ineffectual ). You can't afford to run top gear in low payout pubs.

Game Mode Skirmish; defeat, MCC loss.
Things to note; someone upstairs despises non playing for rewards. So expect WP to start weighing heavier as time goes by.
Isk payout is based on items destroyed (not just your kills but rather just about everything) the extrapolation of which is not exactly clear but wrek a lot of proto and vehicles you will get paid out a lot. Wreck nothing but noobs in militia gear and get pennies.
Pre 1.9 I would normally only gotten 1.8-2k sp for that work.
