Okay first and foremost the bottom line question we need to ask is
Does the Navy need to match the Army?
And depending on how this question is answered would lead to how much freedom we should have.
If No we get more freedom on how we do things.
If Yes it may restrain us a bit but not so much we're not at a position able to do anything about it.
Now before we go citing IRL places do note that there are multiple militaries all over the world; some of which is where the NAVY is part of the ARMY (China) and in others they're separate entities (US and most European Countries)
Now why would you culturually have the two components wearing or branding the same colors? The answer lies likely in pride and friend and foe recognition.
Pride is also the most likely excuse as to why we still have camo today despite the next factor I am going to bring up.
Why Camo?
Normally in our environment camouflage is by all means rendered useless. Visual confirmation in our battlefields are computer assisted and impossible to dodge without a cloaking device so a visual paint scheme has been proven largely ineffective. Yet despite this the desire to camo things up is still there.
This is likely attributed to Pride and potential psychological warfare (ie Blood Raider paint is very damn distinctive and would strike fear in most people at the sight of one. )
This is also why the Quafe suit can get away with its blatant advertising without compromising the soldiers ability to fight much.
So overall we have a massive range of potential candidates for just about everything when it comes to visual customizations for all sorts of races; corps; and special issues even.
I say let us exhaust our current pallets as well as explore new issues of colors simultaneously.
So Starting with Corps and Empires
We start comparing dust 514 colors to eve colors and low and behold.
Now I am going to draw up a few examples starting with the gallente (as they're easiest)

BTW Kagehoshi those amrr are slightly out of date and fan designed ( T'Amber is rather notorious for her recolors she even did the fuzzy megathron and few others.)
For example the CCP Ripped shaders puts the trash murkon in a much darker metal and deeper ruby color.

I don't even know what Tash Murkon is but it looks absolutely splendid. Corp used shaders would be absolutely awesome. You would know you are fighting a squad of PFB or D-uni just by colour.
Tash Murkon is one of many Amarrian houses capable of inheriting the throne after Khanid ditch the whole succession rights. They're a bit more expertise in mercantile and commerce over the other houses better known for their theology, technology, and military; their economy is to not be trifled with but some suspect they fund the Dark Khanid cult which torments the departing kingdom constantly.

http://i.imgur.com/lXDvKtI.jpg?1 Amarr Heavy Helmet Suit Trace, Gradient soon so you can do the paint bucket layer using the trace to contain the fill, overlay it over the gradient and get instant variations. Lights you will have to do on your own.

Okay Gradient Done
Here is how it works if you use a multi layer editor like GIMP, photoshop and the likes.
Import Line work

Create New layer in between (or as long as its above the gradient.
Use your clean fresh layer (the blank one) as your color filler; with line work above it as a restraint (not all programs may work this way)
Once you are done color filling everything in; set this layer to overlay. This should adjust tones of the entire fill bucket layer appropriately. Copy paste and reapply filter to intensify color and use your eraser to add other effects. Such as screening and multiplying with erasers to create a camo effect.
I will be creating a corporation based layout pretty soon. Then move onto caldari (thank amarr that one should be easy; save for the stupid fact caldari have one of the more interesting skins and utilize more camo patterns than amarr or gallente do ><. )

Mind you alot of pirate gear in eve online uses regular models. only about half of them have unique models.
