Number 1 want is racial parity with vehicles, turrets and heavy weapons.
ISK efficiency stat on the end of match leaderboards and also the global leaderboards. For this you can use the ISK value on AUR and BPO items. If people have issues with logis being shortchanged here, you could always add the value of suits killed by someone they're repping (i.e. guardian kills).
Assists added to the end of match leaderboards. Kills/Deaths/Assists. This should be easy and helps new players who may get more kills than assists have something to show for their efforts.
A second-tier optional academy mode for players under 5 mill SP. So new players can learn the maps, master the mechanics, make friends, find corps, learn weapon ranges, etc. free from stomping.
Capacitors for vehicles and suits that would limit remote reps, active scanners, cloaks, etc on suits and things like armor hardeners, afterburners, etc on vehicles. No managing multiple cooldowns, just one cap pool. This is simpler, straightforward and opens the door for more types of EWAR down the road.
Best PvE idea ever!

I forgot to mention this earlier, although it might be more like a 1.11 feature.
We should have a test mode where you can deploy to a map (optionally with a squad, with team killing on). In this mode, all weapons, suits, vehicles, modules, etc. are free. You have infinite SP and can reset as much as you want. None of the kills/deaths etc. affect your stats, there is no ISK or SP payouts. It's a free-for-all where you can play with different fits, weapons, learn to fly a dropship unmolested (or molested if your friends are shooting you). You can use it to live theorycraft, test things, make decisions to see if a certain weapon is worth investing the SP to buy. This would be especially helpful to new players.
It's not as good as a real, full-blown test server, but it's a decent substitute that is reasonably easy to code and would have a big impact on the game.
I'm not sure how possible this would be, but it would also be great if the map was seeded with static NPC suits and vehicles to shoot at. Ideally you could approach an NPC and customize its skills, and fit (in the same way you can adjust your own). It would also be great if you could approach them and select a few different behaviors for them such as 1. Stationary, 2. Circle (where they run in a circle), 3. Evasive (where they bunny hop, strafe erratically in a small area), 4. Follow (they'll follow right behind so you could reposition them if you needed to), and 5. Aggressive (where they start shooing you after some reasonable delay).
The AI for this can be terrible. It's not meant to be a polished PvE experience, but merely sufficient for testing out stuff.
Another possibility with this is CCP Rattati can push database changes to this mode a week earlier than they go live for everything else. We can mess with the stuff with the future changes to see what's broken to help QA stuff before release.
