@OP A scout's cloak isn't OP, don't believe me? Run a Cal Scout C - 1 (Not C/-1) w/ federation shotgun and basic cloak, watch how fast you're detected without a scan, hell if a few bullets graze your shoulder you enter 'run or die' mode. @Za'ki Scouts wear lighter dropsuits than heavies, logis, and assaults and thus should be able to move faster in them, this mean sidestepping too.

3) Deactivation upon receiving damage would make for a problem, as fall damage, friendly fire, and getting hurt by your own locus/flux are all damage, but having your cloak go down because of these are just senseless (Other than the explosive, you deserve it if you manage to hit yourself with it)
4) Again on the 20m subject, I use my cloak mainly for what I like to call 'recon' as I sit still while cloaked and give my squad orders. several times I have been within inches of an enemy (Ak.0 commandos mostly, sometimes a logi) that I ignore as long as I possibly can or normally give an order to attack the enemy, yes my cloak runs out sometimes right after they pass and sometimes when they are passing, but compared to the 20m idea, they would notice me the second they are within 20m, which would mean death to me and probably a lot of cloak users.

Friendly fire and self-inflicted damage should both definitely cause decloak. I have no problem with self inflicted damage, but the friendly fire does impose a problem as in FW any scout could get caught in a blueberry's fire and be decloaked, perhaps even killed. While you could die even without the decloak, you would probably be killed by enemies if you survive (An ADV ACR will chew up any scout, from my experiences) or if the scout is fired on by a frightened blue (I've shot my own team before because they come running around the corner while cloaked) then say an enemy see the scout auto decloak (Say using a Rail or a Sniper) The scout will be 'wounded' and will be a easy target for the red. Besides the cloak already lights up like a christmas tree when moving/hit, so why take the ability to stay cloaked?
