Bring back passive ISK with a big twist.
Districts are only offline for 1 hour at each battle time and come back online after 7 hours of regen time.
Clone production is chopped in half. More clones are produced through corp members warpoint accrual. Something like every X warpoints per player per hour creates a clone. Clone production per district is reduced with every district held. What this means is if you take a bunch of districts without recruiting members you are putting all districts at risk.
All corporations are given passive clone production to their corp hangar which can be moved to any district for an attack whenever it is within a certain amount of clones (150-250??) Clone accrual rate is also based on corp member warpoints over time.
The benefits:
Passive ISK is rewarded based on 2 criteria. Holding your district and playing the game (not just logging in for 1 pc at a time).
Newer corporations are able to recruit and build up clone packs to attack without grinding ISK all day just to toss it.
CEOs are held accountable by their players (who are knowledgeable) as all of the corp members are now contributing to payouts not just the elite 16. |

I like the passive isk It never made sense why we didn't get isk from a facility that we fought to own that gives us nothing in return
There is a facility literally called production facility. And many other things

Reading is not a forum warriors strong suit, unfortunately.
This idea sounds pretty good, it seems like it would make it easier to get into PC, while making it difficult for smaller corps to hold tons of districts.
Tinkering and balancing passive isk, and putting an emphasis on joining a PC corporation could be a great way of dealing with the low ISK payouts from public battles. |

I want to put together a detailed spreadsheet to create a full presentation, I am just having trouble deciding on where I feel like clone generation rates should be.
Any ideas there would be appreciated.

I'd rather see something along the lines of "conquest points" that function a bit like loyalty points for corps. Conquest points could be used to purchase things like corp color dropsuit and vehicles skins, orbital beacons that increase the payouts to those dropping orbitals (giving further incentive to eve pilots and hopefully strengthening the link between games), infrastructure changes, map intel (see the PC map before the match in case you don't know the district), and small corp wide bonuses to isk/sp/salvage accrual in pub matches. This would give PC corps more of a reason to exist and the isk/sp/salvage bonuses would give players more of a reason to stick around for a little bit after PC matches.

Basically, starting your fix PC proposal with "bring back passive ISK" made the rest of your pointless.

Manufacturing.
When you succeed at endgame content in other MMO's do you just get money?

just make were each district produces items and equipment that both dust and eve players can buy on a market and corps would make isk only when a person buys what their district produces |

All of them. They just usually have something else shiny to distract you from it.

Passive ISK is a bane that should never have been.
Production Facilities should have produced something for sale or use that cut down on ISK costs rather than paid out in the Billions of ISK.

The only reason passive isk was bad is because there was no force projection limiter, no scaling upkeep costs, terrible match performance issuses that discouraged use and a super easy meta game.
We got passive income because it was easy to code. Which is also why we dont have any other system except an isk-centric one.
PC will always be broken unless they devotedevote the legion team to fix it.
Passive isk wasnt bad, a horseshit scattered vodka soaked idea of unregulating it was.

Preliminary Formula for clone generation
(( .05 / (Districts + 1)) * (1.5 + District Bonus) = Multiplier (Member + Warpoints) / Members * Multiplier = Clones Generated
All Clones generated are placed in the corp hangar which also generates 5 clones per day base. Clones can not be sold from the corp hangar they must be moved to a district owned by the corporation. The corp hangar only holds 300 clones (meaning it is important to have a cargo hub if you are generating a lot of clones).
The minimum number of clones that must be moved to a district for an attack is 100 and the maximum is 250. Any number of clones can be moved to a corporation district.
Clone packs can be purchased to reinforce a district or launch an attack at a price of 100 million for 100 clones. These can only be applied to one district and can not be purchased in the corp hangar to distribute to multiple districts.
Any addition to clones must be done during the reinforcement window (which stays as it is) Clones can not be removed from a district while under attack.
Each District type receives a bonus which is then added up and used in the multiplier.
My current ideas on districts
Cargo Hub 500 Clones held 0 clones produced per day 0 district bonus
Production Facility 300 clones held 25 clones produced per day (stored in the district clone vat) 0 district bonus
Research Lab 250 clones held 0 clones produced per day .5 district bonus
