Well, have you even tried to pull out a scanner?
90% of pub scouts will be scanned by a single person with a proto scanner... I can't be the only one who can see this..

All of this while being counter scanned, wall hacked by the scouts themselves, and in an urban environment.

Caldari Scout 5 (or Gallente if you want to see damped scouts with passives, but you'll have to permafit a complex precision enhancer and maybe a complex range amp) 3. All scan skills to 5. 1.9 Where cloaked scouts give way to tanked scouts. Problem solved?

REs make a VERY unique noise, I almost guarantee that anyone with 2 months of programming could make a Iphone app that makes your screen flash red whenever it played.
footsteps, yeah i can understand not hearing those well
my only complaint about the scouts themselves is their INSANE regen rate(shield), when Assaults are supposed to be highest in Regen(check armor repair values)
If we swapped Assault/Scout shield regen and increased their shield delay, followed by whatever penalty swap Rattati had mentioned for Extenders/Plates, then tanky scouts will be worse assaults, and the only thing they'll have is scanning, which will also be nerfed via removal of radar arrows.
Aside from that, i have a HUGE beef with the easymode Shotgun, it's a Nova Knife, but with a bigger fitting Optimization and more range.

Saying "Scouts aren't overpowered because some of them can be seen by Prototype Scanners" doesn't make sense. A Gallente Logi with any Scanner or a non-Gallente with a Focused will get every Medium suit wearing 4 Dampeners, and 5 Damps makes it to where a Focused by anyone will see you. Prototype Scanners can pick up almost anyone, with the exception being Scouts that prepare for it. How does this prove Scouts are or are not overpowered?

What it proves is that the majority of the scouts out there are not held to account by lazy mercs who don't want to force them to dampen and give up their tank.
In doing so, they would force the scouts to max dampen, and the play/counterplay would come into effect.
The fact of the matter is that many people are simply to lazy to adapt, which goes for many of those scouts too. If they realized they were going to be scanned, and wanted to keep their tanky assault light play style, they would end up going assault, or die by being scanned.
The majority of the problem scouts out there could care less to dampen. Force them to do it, or go to another suit.

I can't be the only one who can see this.. actually you need the FOCUSED scanner to scan them if they dont have any sp into damps.. if they do then you need gal logi+focused scanner which i think gets to like 15db where as i believe full ear scouts can get to 14.x which is still under scanners..
now the problem is not the scouts who run full ewar and are likly to die when they stub their toes.. but the ones who are still under the normal tacnet and standard adv and most proto scanners with out any ewar moduals.. this allows them to tank like hell but also abuse their tiny hitboxes and do matrix bullet dodging.. more so for calscout and its bugged hitbox.

So you agree that the Cal needs a better bonus than scan radius? Its fairly pointless trying to run range amps when suddenly everyone on the battle field can see you because 1 person has a scanner.
Everyone cried about scouts passive scans, but at least they only got squad shared.
