TQ is the shared server both EVE and DUST players are on and is actually located in London I believe.
However, there's battle servers all over the world and when queing up for matches you're assigned to the one closest to you (if you have your own region selected in settings).
As for the OP, PC uses battle servers from all over the world as well.

Sent in a ticket about lag in PC battles, I was told it depends on the area of the players in the battles, if there are 17 US Players, and 15 EU, the battle will be played on US servers.

Correct, but it depends on when the players entered the match, as it picks the server after that initial 2 minute period before you get on the Warbage.
So if the 15 EU players are there before the Warbarge and none of the US players (or up to 14 of them) are, then the match will be on EU servers.
