It's not really bad it's just not good out of its optimum. Which is unfair given that all the other rifles have flexibility outside of their designated areas.
It's bad. Even at its optimum, I'm doing less damage than it's inception. Which places it even more at a disadvantage because not only does it have a damage reduction, it has a kick, in which every shot must be made with precision. A simple juke move by the enemy cause me to loses precious rounds, forcing me to retreat or place me in a vulnerable position.
Compared to other rifles who havent even lost their capabilities that is handicapping. The RR is handicapped right now. Any long time user of RR can see how its gimped it is now. You now have to overcompensate for its problems, in which no rifle should be at that state.
Even so, at its optimum, people whined about that.
