 Wrong.
 It is tied to Kinetic Catalyzers because they DO increase the jump height.

 Plates modify jump height, movement and sprint speed, but they can be adjusted to only affect one.

So, there is this ledge that I can get on 100% of the time using my ferroscaled assault.
 Then I switch to my Reactive plated assault that has a kin cat and is faster than my Ferroscale assault, but I can't jump over the same ledge.
 
 Funny how that works.

If Rattati starts actually working with the mass of suits, many interesting fitting decisions will need to be agonized over by players.
