I think the consensus was that CCP paid it on militia sidearm kills only, even if the wording was confusing.
With the current cap, I am guessing CCP considers the matter closed and paid if full. Just a guess.

Nope the mlt. stuff boyos had bonus with SP payout, everyone else with sidearm kill still waiting
