You aren't taking into account stacking penalties.
All like modules have penalties to any module over 1 that is in place. So the 2nd Complex Damp only reduces profile by 21.73%, the 3rd is 14.27% effective, the 4th 7.08%.
This not only works for dampening mods, but of mods for any type when you fit more than 2, regardless of tier. So even if you have a Complex Damp and an Enhanced Damp, because they are both damps, you have a stacking penalty.
As a rule, the 2nd module is only 86.9% effective(taken off whatever the full efficacy of that module would be), the 3rd 57.1% effective, the 4th 28.3% effective.
1.9 Where cloaked scouts give way to tanked scouts. Problem solved?

P.s the damps don't say there is a stacking penalty in the game, while the dam mods and chargers and such do. All modules do, whether it says so or not. There are a lot of unspoken/undescribed things in this game you will find.
What suit are you wearing? What level of that race and suit type are you skilled to?

With that and 2 damps on that you would be at 26 dB
With 3, you would be at 23 dB.
4 would be 21 dB.
I got that from THIS spreadsheet found on the first post of THIS thread.
It is a good resource if you have any questions regarding current EWAR mechanics.
