More over a model would need to be put in place the means that ownership of a system or planet is something that is held indefinitely until a threshold of wins or VP is reached on that specific planet.
For those who don't know how FW is run in EVE this is a really.....really simplified synopsis.
A system in FW is always held by one side or the other. Control is measured on a bar denoting the percentage of Victory Points have been attained by the attacking faction in the system. You usually need something like 3000 VP to make a system vulnerable to capture.
To earn VP players are forced to sit on enclosed control points for X minutes. Once the point is claimed it adds VP to your factions total. Enemy players can also run these points to reduce (though at a lesser rate) the level of contestation. Meaning a concerted effort in a system which has VP scored against it could wipe the board back to 0.
To flip a system you need to reinforce a stricture owned by the defending faction called an Infrastructure Hub (I-hub for short). This usually takes either one big corporation fleet or a fleet of united Militia pilots to achieve and can result in big battles.
As you see in EVE the ownership of systems is more static and less prone to change in a short amount of time leaning towards gradual swings as systems fall one by one, or are plexed carefully to all fall at the same time.
In dust we could do something similar.
Players are able to select their planets from the star map resulting in an X minute delay as the contract becomes visible to the other faction. They can then load up that contract with a defensive team. Players flip districts in a region with the attacking time trying to reach a certain number of VP on planets to claim them. Once they claim the planet the system ownership begins to change.
It might require a weeks worth of fighting to gather enough VP to flip a system but it means that conflict zones can be established by the players themselves to direct where the fighting should be taking place rather than randomly being assigned areas with no value.
Additionally the benefits that we would then apply to EVE pilots would be more reliable and less transitory as currently they fluctuate by the hour which leaves EVE players either indifferent or just annoyed.
So in short... how it should work is:
1) Somehow a system is targeted (maybe people / corporations pay lp to target it, maybe there's another method of doing it)
2) A match is generated for a planet/district said system
3) Match is filled via pulling from a 'preferred' queue (or the like), and filling any empty slots from standard/'random' queue
3) Once match is determined (successful defense or assault) a district becomes 'locked' for a certain amount of time (say 30 minutes)
4) If all districts on planet are won, planet becomes locked for a certain amount of time (eg 24h) - planets cannot be repeat locked by a single defense. As a further reward people who participated in locking a planet could get extra LP/isk (maybe requires a minimum threshold of matches played?)
5) If all planets in system are won, system becomes 'locked' for a certain amount of time (eg 3d) - systems cannot be repeat locked by a single planet or district defense. As a reward to people who participated in locking a system there could be bonus lp/isk awarded (requires a minimum threshold of matches played?)
6)????
7) People/Corporations who targeted a system get rewarded somehow (based on investment and success)?
If we're going with spending LP to target a system, an eve-like infrastructure hub thing could almost be done, where individuals / corporations can spend LP (in small increments) in order to build up a 'priority' rating... or something to that effect.
