So today I spent my SP on enhanced code breakers and instantly regretted it. Then I actually use it for three matches and it makes both playing solo and team play SO much better!
Helps solo players like me because because now when I kill one to three guys at a null cannon I can take it over and not have to worry about getting killed by a fresh spawn. This is important because literally a fourth of all my deaths occur while I'm hacking objectives.
I knew code breakers were good, but I never thought they were worth using more than armor or biotics. Well I was wrong. I kind of regret never using them, oh well.

I think they would be OP. Minmatar Scouts already run around hacking things like maniacs. If they were high mods there would be no reason for them not to apply 2 to 3 complex CB's.
Code Breakers + Hacking Skill + Minmatar Scout Skill = Over powered BS
This is just scouts there's a lot more funky stuff that would happen with heavies and bricked tanked Assaults. I don't think this is an instance where people should get to have their cake and eat it too.

I think that's more than an EVEn trade off.
They're already paper thin when they run current code breakers. Scouts running code breakers usually run the risk of losing out on potential stealth from dampeners.
By moving them to highs then scouts could keep their stealth and increase their hacking. This is a lot more OP in practice than in theory.

I don't think this would be an issue, comparatively.
