Every race have got a specialised weapon. Its balanced. No need for amarr shotgun. ;D
You are obviously either using out-of-date information (Precision Rifle says hi), or are stupid. Every race should have a weapon for a particular role.
Such roles include "area denial" (MD, LR), "AV" (Swarms, PLC, somewhat the Breach MD), and "close assault" (MD, shotgun). Obviously, some weapons fulfill multiple roles, often through the use of different variants; for example the assault variant of the MD is better for area denial due to its incredible blast radius, while the Breach has enough direct-shot damage that, if tweaked appropriately for it's efficiency values against vehicles, it would be quite respectable as an AV weapon.
That's not to say that ever race should have a weapon that functions the same way- a Mass Driver uses its indirect fire capability as well as a large blast radius for area denial, while the Laser Rifle uses pinpoint accuracy and ultra-mega-death DPS to do the same thing- but that there should be a weapon to fulfill a given role for every race.
I also want to point out that using different variants to fulfill a given role with the same basic platform is actually an interesting way to do so, and potentially a logical one as well.

As for you, OP... I like this idea. Moreover, it mechanically fits very well with the scrambler rifle (both have a charge mechanic), while also being something one could use the overheat to balance out- after all, a longer-range blapshot gun is somewhat difficult to balance, IMO, and the overheat mechanics lead to a couple of things:
1. Limiting the number of full-charge (IE, full-damage) shots before overheat is an excellent way to balance the potential damage output; it would be a little like the charge sniper rifle, where you can partially charge for multiple rapid-fire shots at much lower damage, or you can take the time to fully charge for a blapshot.
2. Also syncs well with the Amarr Assault bonus. This is self-explanatory.
It's also my opinion that the term "fusion rifle" is very well suited to an Amarrian shotgun-analogue designation.
