I had this happen last night on Manus Peak. It was between those buildings opposite where that guy was. It looked like a quadriplegic riding a tricycle.
Weird nightmarish thing. He had no arms or legs, was waist deep to the ground and appeared to be pedaling.

That just looks like a guy walking in a direction. Nothing special about it. If you mean that maybe his legs were moving oddly, I guess they might have. I'm just not noticing it I guess.
