For Commando & Logistics, I'd have to say the Matari.
I think the Amarr have the best Scout & Sentinel, while the Assaults are pretty tied, but with the Matari having the slight advantage due to it's 4/4 layout & Scout-like speed.
Assault - Amarr (Slighty above the Minmatar)
Scout - Gallente (Slightly above the Amarr)
Sentinel - Amarr (Above to the others only for its bonus)
Logi - Minmatar/Amarr
Commando - Minmatar (Slighty above the others)

GG for MDs and swarms, and its not as sluggish as the other suits
The caldari has the worst eWAR after the minmatar, than add the fact that in 1.9 there will be -85% scanning radius while using a cloack, its unique bonus will become quite useless.
Than, Gallente is superior to the Caldari in others aspects other than eWAR, such as having the PG and CPU to fit anything you want, while shield tanking requires as it's known way more space.

Logistics - Gallente (Simply b/c it has the best equipment bonus) Imo best equipment isn't the scanner, but uplinks. But oh well in 1.9 that's gonna change, making the Gal the best logi to spec into.
Scout - Caldari (Unless you're using a SG, in which case it's Gallente.) Agreed, although it's just slightly above the gallente (as assault scout)
