Soloing a vehicle with a Swarm Launcher is much harder than using a Scrambler Rifle, as with a Scrambler Rifle (like almost every rifle in the game) there's little to no thought behind it.
It's hitscan, so as long as the reticule is red you're going to land a hit. Aiming is as simply as moving the mouse or right joystick, and if you cannot do this sufficiently then Aim Assist does this for you.
Thanks to it's high RoF, you can kill pretty much everything other than a brick-tanked Gal/Amarr Sentinel in a very short time span. Stacking Damage Mods (like most people do) will make this task even easier.
That's not to say however, that anyone can simply pick it up and perform well with it. Like other rifles, you still need to be "used to it", and then you need to compensate your aim and tactics to match the situation at hand.
It's not "total EZ-Mode", but to say that it's a "high-skill" weapon is off base.
On the other hand,
In order to solo with a Swarm Launcher, you:
-Need to be tactically aware of every escape path that the vehicle can possibly take, assess which ones they're most likely to take, and predict when they'll take said escape route and how long it'll take for them to escape
-Estimate the Pilot's build based on their movement patterns, what they're currently doing, and what their HP is. That way, you'll know when and which position to attack the target from.
-Know when and where to evade an area, along with being aware of your surroundings. Being able to guess the "comfort level" and combat awareness of the target is also necessary, as it allows you to predict when a target may send hostile Infantry on a "search and destroy" fetch quest.
-Predict the movement/flight path of vehicles and adjust the firing angle of your Swarm Launcher accordingly. This ability has been even more necessary due to the 20-¦ turn radius nerf. Knowing how to delay the 1st volley for a high alpha strike is also very helpful, and important.
-Being proficient with your secondary weapon is another skill needed, as most targets will eventually send Infantry to hunt you down, and you'll need to win a fight with them if you wish to survive. Along with that, many targets are inexperienced and to prevent their asset from being destroyed will "bail out" and attempt to kill you, usually with an HMG. You need a great secondary if you wish to survive this.
Unlike SCRs, there's no easy way around this either. You can't stack a module which will help you with the following traits needed, nor is there an option in settings to make that any easier (except maybe the last one).
On an unrelated note, it's a real shame how so much skill goes into using a Swarm Launcher, but most people don't even notice (or outside of PC, care). It's kind of like teaching, in a sense.
