All the races have an advantage in some way.
The Amarr get extra armour and stamina. The Caldari get extra shield regen and reduced regen delays. The Minmatar get extra speed and extra stamina regen.
The Gallente previously got a small innate armour repair of 1-3 HP/s (although any repair fitted dropsuit will quickly render that negligible as 2 HP/s in 30 HP/s is practically irrelevant).
Now, the Gallente advantage is 0.5 HP/s.
All of the other races trump this bonus hugely.

Alternatively you could bypass this issue entirely by using a rail rifle. It's not like the Galassault bonus makes the AR worth using over it.
