What role does Legion fill that Dust 514 doesn't?

Where does Legion fit in? It doesn't make sense to me to build a whole new game when we already have an EVE game that highlights that aspect of the universe.

CCP couldn't get DUST to work the way they wanted, so they started from scratch with Legion instead. Also, DUST won't last forever (on the PS3). By the time Legion is released DUST will likely be dead/close enough for CCP to kill it entirely, so Legion would be a natural replacement at that point. Also, Skirmish 1.0 was apparently too hard on the PS3 hardware. Further, Legion will be an exact copy of Dust 514 with a couple mini-games tacked on (like "Planetary Interaction" in Eve). The first couple years of Legion will be exactly like Dust 514. There will be bullets. ACR+SMG [CEO of Terror]

It is more like a reengineered version of DUST. Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

I highly doubt assets and ISK will transfer, if it does i will be severely disappointed because the economy in dust is so broken it should not be moved to Legion. Dust has a bit of a connection to EVE online which lets us communicate with EVE players and call down orbital strikes and was suppose to have a much better connection to EVE like trading and more. And Legion is suppose to be everything dust was suppose to so why won't it have a connection to EVE? Should Legion be on the ps4?
