I think the problem with scouts, just a theory, is that they can, and always have been but even more now, can punch way above thier weight. We've always been able too but its soooooo much easier now to the point of ridiculousness. Not the punch way above weight, just the ease of it.
Also, im for keeping light weapon slot, i think that we should get bonuses to 'scoutly' weapon, like a gal scout would get bonuses to fitting a shotgun, and fitting damp, biotic and EWAR mods. The min would get more of a fittings bonuses to biotic and knife fittings due to its great synergy with them. Non scout items, like plates, ferro and reactive not sure, would have more of a fittings cost, meaning you reallllllly have to sacrifice SOMETHING to fit them. You can fit them, just have to sacrifice. I also think using armor zhould increase your profile but not good at math so cant get to into that.
Just throwing some ideas out there. What do you think? No i didn't go into EVERY SINGLE DETAIL as f scout weapon and fittings bonuses yet cause its just a theory for now.

Reactive plates (and to a lesser extent ferroscale plates) are designed for the scout role. If scouts want extra HP, they should be going for reactive plates.
I think more fitting bonuses would be a good idea for all the different suits/roles. Something to gently guide players towards the modules and weapons that are intended for a particular role.
The slow blade penetrates the shield.

Calm yourself. Just informed ferro and reactive are scoutly so scouts would get bonuses to those just not regular armor.

The major issue is not actually one thingie here its basicaly a combo of thingies, my dear matee boyos. The scout itself have really big advantage like even on basic levels. The armor stacking with its invisibility, possibility to stuck really powerfull weaponary and its speed are really brutalizer here.
I dont have problem with speed or weaponary, but for armor stucking whould be punished by speed and damp nerf. Its even logical, bigger mass mean slower speed and bigger consuption of energy for dampenering

Reactive plates are actually essential on any suit that wants to omni tank and ferroscale is amazing on any suit that doesn't want to give up mobility. They're definitely not scout specific.

I feel that armor plate stacking should get an increased penalty but for ferros and reactives shouldn't get a penatly

You want to destroy what little playability this game has
Health modules or not scouts would be even more powerful with this.
Scouts in reality DO the littlest form of battle, and so should them. Scouts here shouldn't have had light weapons in the first place after the introduction of cloak. If people hate this, then they should be given a role, and suit changes that don't allow them to use ewar to an advantage in every damn game aspect And/or remove one equipment slot.
Stealth, nova knives, and precision weapons being used in CQC here shows that sci-fi gamedevs don't know true warfare.
