They are pretty close overall in my opinion.
Armor: Missiles (Swarms, Turrets) Forge Railgun Explosives (AV grenades and Remotes/Proximity)
Shield: Plasma Cannon Blasters Flux Grenades
While I do dislike the fact that the Sica and Gunnlogi have a MUCH better ratio of CPU:PG, I don't think the two tank types are as bad off as people like to say or believe.
There is also massive irony in your post and your signature. ^_^

I don't know. I have driven a tank for about 16 months (that is not me going authority argument, just that I am familiar with them). The only time my Madrugar has felt flat out weaker than Gunnlogi rather than Pros and Cons was when Hardeners were nerfed and everyone and their brother was using a Glass Cannon Sica/Gunnlogi with Armor Modules. I generally run Plate-Hardener-Repairer and before the nerf I was capable of holding out the burst of a Glass Cannon. Afterwards, getting the first shot was generally not enough. But that was more a problem with Damage mods.
I have been driving a Gunnlogi recently and I don't see it being too much better. In a Tank v Tank fight, the Gunnlogi that turns the Hardener on and gets into a toe to toe fight is likely to win over the Madrugar. The difference is that the Gunnlogi doesn't have what True mentioned; that shield buffer. Pop a Railgun into a Madrugar before they turn on Hardener, no big deal. You did shield damage. Do that to a Gunnlogi and they are losing a huge amount of EHP. My fights versus Gunnlogis that are not Redline Pansies is generally get the drop (I try that for everyone obviously) but if they blow their Hardener, run away for a few second and re-engage during that time frame when my Hardener is still running and theirs is down.
It does suck that on the Gunnlogi I can go 2 Complex Extenders, 1 Complex Hardener, Advanced L Turret, and an Advanced Small Turret ridiculously easy compared to my Madrugar that cannot go anywhere near that Meta heavy. I think it is currently Advanced Turret, Advanced Plate, Complex Hardener, Advanced Repairer, Booster with no side gunner and that is CRAMPED. I have very high skills for Turret Optimization and the Madrugar still has the main breaker pop when someone turns the lights and run the toaster.
But still, it does not feel really weaker at least when solo. I have stopped using my Madrugar when I am playing with my gunner because of the fitting advantage but one on one I don't feel worse off overall. Have their been scenarios where it was "damn, if I were in my Gunnlogi I would have gotten away"? Yes, but there have also been ones where it went the other way. If there are balance problems, which there might be and I will change my tune of "I dunno but it seems alright", I don't think they are enough that too much would have to be done.
Of course, I am like 5 CPU off of running like 6 different fits for my Madrugar...
