Not sure if everyone knows about Eve, but there are special ships that have a low SP requirement from 2 races in that ship tier (L2 Amarr and Cal Frigate for example). The ships have bonuses per level of each race.
I want some suits like this.

This is a recurring request/ school of thought that has popped up before and one that I subscride to.
But these are suits that should require a huge SP investment. I talking maxed out upgrades dropsuit upgrades tree and at least L4 on the two racial basic frame types and level 5 on the two specialist frames.
They should also be highly specialised in a particular role. So a super fast scout varient as an example would have no base armour at all and suffer a larger % speed decrease for any armour modules placed on it.
But it's an idea worth considering.

Pirate suits are particularly good for the VeteranPE, as it gives them effectively use more SP at a given instance with dual bonuses, and while it doesn't necessarily give them an innate advantage, it allows for a more unique twist on previous concepts.

Id powerlevel the hell outta gallente suits to Gurista someone in the face.
Or Mordu the hell outta them.
Give me ammo types or give me burst RRs! Death is irrelevant.

Issue is that most of the pirate dropsuits take bonuses for things that cannot directly be applied in Dust 514.
E.G-
Sansha's ships like the Phantasm get bonuses like 20% After Burner Velocity and 7.5% Laser Tracking Speed per level and a base whopping 150% increase to Laser Turret Damage.
Blood Raiders Ships Like the Ashimu get bonuses like 20% Stasis Webber Range and 15% better Neut and Vamp Drains per level, and a 100% Laser Weapons bonus.
Players can barely stand 10% bonuses as they are now. They could not handle suits and or vehicle hulls that convey specialised and powerful bonuses, nor would appreciate them for what they are.

Maybe more of a suit blend so the Caldari Pirate Assault Skills required lvl 5 min Ass lvl 5 Cal Ass Slot layout of a cal ass base movement and stamina regen of a min and a slight bonus to clip size of smg's and/or CR's 10-15%

Some level of scaling would certainly have to be applied, for example currently remote reps in Dust are about 1/50th the power of those in EVE.
Also, you are right, the bonuses clearly don't translate straight across, but the concepts are appealing either way and as long as there is a 'vision statement' per pirate faction I think that could legitimately be worked backwards from to a reasonable place.

Indeed I can however see some of those bonuses being factored into the suits basic statistics and then further backed up by the lore.
For example-
After Burners are the slower, more Cap manageable propulsion modules that the Nation seems to gain benefits too, almost side tracking, and Laser Damage.
If we were to produce an Assault Dropsuit for them this might apply (Assuming Prototype Level).

Here are my thoughts regarding each faction.
Blood Raiders are the trickiest to do as besides their Laser Damage their sole focus lies in Cap Draining and Webbing, content that is not yet in game. However throw Capacitors in Anti Vehicle Stasis Webifiers into the game.
-Raider -Laser Damage -Draining -Confinement -Armour Focused ( 45-55)
Gurista's are nice and easy. Shields, Missiles, ******* DRONES. Less easy to convert as there aren't many missile based weapons, shield durability is easy to include, but the drones......not so much especially as they are the central and primary form of damage of their ships.
- Durable - Missile Damage - Shield Resistance - Drones - Heavy Shield Tank ( 65-35)
I wouldn't have a clue how to balance for Serpentis or Angel Cartel.

This idea was actually brought up a long time ago as a means to encourage veterans to cross train multiple suits and it allows each racial dropsuit skill book to provide more options.
