If heavies are killing you in this suit, you're not paying close enough attention to where you're going and your passives. The fix for this is all you, and has little to do with your loadout. With that RR, you should be getting nowhere near as close to them. The key to that weapon against heavies is keeping them at range, and if you're going to engage them within their effective range, make sure they're looking the other direction and/or taking fire from someone else at the same time. A well placed locus nade just as you're engaging also helps.
Scouts are a different story entirely. The challenge with going against scouts in a Cal Scout suit is that you can never win the scanning race against them. In other words, even if you fill your low slots with 4 precision enhancers, every single proto scout can still get under them (and many advanced and even starter scouts). With 0 precision it doesn't pick up any scouts. With 1 it only picks up Amarr/Min scouts with 0 damps and less than an activated proto cloak. With 2 it adds only the Min/Amarr with no cloak (or basic cloak) and 1 damp. With 3 it adds only the Min/Amarr with 1 damp and no cloak (or basic cloak). With 4 it adds only Cal/Gal scouts with 1 damp and no cloak (or basic cloak). Every other scout gets under it's scans.
So, what does the above mean to going up against scouts: Run 0 precision and stack HP. Then, (a) if you're getting killed by an Amarr or Min scout, try 3 precisions, and if they're still getting under it, go back to 0 precision, or (b) if you're getting killed by a Cal or Gal Scout, try running 4 precision, and if you're still not scanning them, go back to 0 (stack HP, keep your eyes open, and stick to groups).
