Only on my proto assault suits where I yield a Duvolle AR or Kaalakiota RR.
I'm finding less of a reason to use them these days and would rather equip an extra shield extender, especially on a standard or advanced Caldari assault dropsuit.

Here's the calculations for DPS. You can decide for yourself:
I'll use and arbitrary number that I can remeber off the top of my head, for the breach AR, since I don't have the game on right now.
Damage per round = 55
Rounds per minute = 428
Seconds in a minute = 60
(55 GÇó 428) / 60 = 392.33^e
DPS unmoded = 392.33
Damage Vs. shields
392.33 GÇó 1.1 = 431.56
Damage Vs. armor
392.33 GÇó .9 = 353.1
Against shields Lv 5 proficiency unmoded
431.56 GÇó 1.15 = 496.30
Against shields Lv 5 proficiency + mod
496.30 GÇó 1.07 = 531.04
Total damage per second benifit of mod Vs. shields = 34.74
Against armor + mod:
353.1 GÇó 1.07 = 377.81
Total DPS benifit of mod Vs. armor = 24.72
These are the numbers you are intested in:
Total DPS benifit of mod Vs. shields = 34.74 Total DPS benifit of mod Vs. armor = 24.72
Now you have to decide for your self which is more powerful/useful to you: 34.74/24.72 DPS or 66 HP shields?

Damage mods are only worth it for the first 2 mods. Even then, they are only mathematically superior to shield extenders if you have a high Alpha Damage/DPS weapon or a significant HP buffer.

Damage Mods will help you do this.
If they turn around before you kill them there is probably a 50% change they will kill you, Shield Mods or no Shield Mods.
However, with high Alpha weapons such as Shotguns or Nova Knives, if Damage modes does not decrease the number of hits it takes to kill them, then go for the Shields. You will either have to run the numbers, or test it in the field.

I used to run damage mods on my min assault but realized i survive encounters more with shield extenders and just rely on the extra damage through the clip boost.
However, that is not true for my min commandos as I usually have Combat Rifle + Swarm/Mass Driver combo. Having dual stacked damage mods on commando is fun with the insane dps and alpha for those weapons.
I think dual stacked damage mods for the Mass Drivers pushes nearly 200 hp splash damage plus the already non-penalized 10% damage built into the commando suit skill.
Not all that tanky but THAT DAMAGE THO!

I tend to use 1-2 damage mods on my assault gk.0.
With a high proficiency skill, it helps eat through shields even faster, and because of the assault rifle damage profile, it compensates for the weakness against armor and helps me chew through armor faster.
For your scout, it would depend on how you are running it, if you are finding yourself taking too long to kill people, or longer than you would like at least, why not try using damage mods for a while to see if you like the higher damage more than the extra shields? |

Gave the wrong number for shield extenders: with shield extension Lv 5 it would be 72 HP, not 66 HP.
Here's some more numbers if it helps:
Mod benifit Vs. shields per round = 4.87
Mod benifit Vs. armor per round = 3.47
To tell you my own opinion, each has its own use depending on how you plan to engage an opponent. I have some fits with SEs and some with DMs just depends on what kind of ground game I want/need to play.
